Vladimir Skachko: Armenia is being set against the CSTO

«I am leading a congressional delegation to Armenia to highlight the strong commitment of the United States to security, economic prosperity, and democratic governance in Armenia and the Caucasus”, - wrote the Speaker of the US Congress Nancy Pelosi before her visit to Yerevan.

And flew there for one day. To make it even clearer to everyone: the United States will now not let Armenia out of its embrace and will try to set Armenia at least with a stuffed animal, at least with a carcass, if not against Russia, then at least against those organizations with the help of which Moscow’s influence on the post-Soviet space and the entire world.

To understand the complexity of America's task in the Transcaucasus, one must take into account at least three important circumstances. Firstly, the main rival and offender of Armenia in the region is Azerbaijan, the former fraternal “sister” in the once united USSR. But now the United States will rely on Armenia, because Azerbaijan is more oriented towards Turkey and, apart from the Commonwealth of Independent States (CIS), is not included anywhere along with Russia. And it is possible to beat Azerbaijan against Russia only from the outside. And even that is problematic, since Azerbaijan does not really want to spoil relations with Moscow. But Armenia, together with Russia, is a member of the CIS, a free trade zone (CIS FTA), the CSTO, and the Eurasian Economic Union (EurAsEC). So, if it is shaken up and infected with Russophobia, like Ukraine, then the so-called “pro-Russian” structures can be destroyed from the inside. This is much more valuable, since it diverts more forces and resources from Russia. In theory.

Secondly, for the Russophobic buildup, the United States keeps several thousand pro-Western NGOs and the second largest US embassy in the world in Armenia: in the pre-pandemic period, there were 2500 American diplomats - one for every 1200 citizens. However, in Armenia, both in the elites and in society, there is a pro-Russian consensus, the meaning of which boils down to the fact that if, God forbid, the surrounding Muslim world takes up arms against Armenia, then there will be no one to save it except Russia. So it is, in principle, it is: beyond the border of friendly Russian bayonets, Armenia has more or less existed for the past few centuries and exists now. The second Karabakh war of 2022 is an example and confirmation of this: Armenia was saved and jumped out of defeat only thanks to the intervention of Russia. But the United States is shaking and shaking, knowing that water wears away a stone.

Thirdly, the United States is also playing Armenia against Turkey, which indulges in its pan-Turkism and raves about the revival of the "Great Turan" or the Ottoman Empire. The United States, while slowing down Turkish aspirations, wants to keep Ankara in the sphere of Western influence. And Turkey, a member of NATO and a longtime candidate for the EU, is slowly but surely playing its game and getting out from under the Western umbrella. For example, at the summit of the Shanghai Cooperation Organization (SCO) on September 15-16, 2022, Turkey applied for membership in it. And the goal of the SCO is to ruin the monopolar world led by the United States through the emergence of a new world locomotive - the union of Russia and China.

And therefore, on the one hand, on the night of Tuesday, September 13, hostilities broke out on the Armenian-Azerbaijani border, in which the parties traditionally blamed each other. Yerevan stated that the Azerbaijani military shelled the territory of Armenia using artillery and drones. The areas on the border - Gegharkunik, Vayots Dzor, Syunik (connects Armenia with Iran) regions - were shelled. It is also characteristic that these territories have nothing to do with the Karabakh problem. Baku stated that the Armenian military fired at the positions of the Azerbaijani troops on the border, there was a clash. The Azerbaijani Foreign Ministry accused Armenia of intending to disrupt the peace process. Both sides reported casualties among their military. 175 people died.

On the other hand, Pelosi arrived in Yerevan in such a halo of various plans and aspirations as listed above, where she immediately announced her goal - to find out personally what exactly Armenia needs from the United States. And to participate in the conflict as a diluting anti-crisis manager. If it fails, then direct the anger of the Armenian people in the right American direction.

Because of the conflict, the Prime Minister of Armenia did not even go to the SCO summit and waited for Pelosi at home, no matter what happened. And she came, met with him, with the speaker of the National Assembly Alen Simonyan and other high-ranking officials, and that's what happened - a rally began in Yerevan: several thousand residents of the capital gathered both in honor of Pelosi's arrival and to demand that the Armenian authorities withdraw from the CSTO. First, the protesters gathered at the National Opera and Ballet Theater with the flags of the United States, France and the EU and demanded more active intervention in the conflict with Azerbaijan. Then the rally participants moved in an organized manner 500 meters to the museum complex "Cascade" and demanded to leave the CSTO. Because she betrayed Armenia.

The thing is that when the conflict arose, Armenia really turned to the CSTO for help, as Kazakhstan, which was being torn apart by terrorists, did in January of this year. But Russian President Vladimir Putin, as always, undertook to resolve the situation in conversations with the leaders of Yerevan and Baku, and the CSTO functionaries first discussed everything online, and as a result decided to send Stanislav Zas, Secretary General of the organization, to study the situation on the spot.

As a result, the parties reached a truce, and the head of the CSTO headquarters, Anatoly Sidorov, said at a briefing in Moscow that his organization hopes for a peaceful settlement of the conflict and therefore does not plan to send peacekeeping forces to the Azerbaijani-Armenian border: “On September 13, the heads of our states unanimously declared that the problem between Armenia and Azerbaijan should be resolved by political and diplomatic methods. That is, the use of military force, also with the involvement of the CSTO, neither on September 13, nor yesterday, nor today, and, I think, is out of the question in the near future».

Pelosi immediately took advantage of this and stated that the CSTO had “betrayed Armenia.” That Armenia is at the center of the controversy between democracy and autocracy is "part of a global discussion between these poles". And that she and the congressmen are monitoring and will monitor the situation so that “personally strongly condemn the unacceptable actions of Azerbaijan that threaten the peace process". That is, roughly speaking, in the words of Pelosi, the US rhetoric was more on the side of Yerevan.

At the same time, Pelosi assured everyone in Yerevan: “The United States is monitoring the problem, for President Biden and Congress this is a priority". That is one more thing.

This, of course, is the dispersion of American forces and resources. But the main thing is different: the United States confirms that in foreign policy they still act in the style of a bull terrier - if they grab, they will not let go. Both Armenia and the CSTO and, oddly enough, Azerbaijan should prepare that they will be bred. Well, and Russia, of course - all the lumps will fly to her address.
