Suddenly. Joe Biden said that his administration is ready to promptly discuss with the Russian Federation a new arms control system that will replace the strategic offensive arms reduction treaty (START-3), which expires in 2026:
"Even at the height of the Cold War, the US and the USSR could work together" to ensure strategic stability.
Meanwhile, the White House website says China also has an obligation, as a member of the NPT, to engage in negotiations that reduce the risk of miscalculation and address destabilizing military dynamics.
Total: the United States offers the Russian Federation and China to sit down at the negotiating table. By the way, if I'm not mistaken, it is from 1 to 26 that a conference on the NPT is being held, of which Ukraine is also a member.
